The Head of Planning and Regeneration submitted a report on applications received for planning permission setting out their recommendations.

 

 

19/00239/OUT HYBRID APPLICATION COMPRISING: (I) FULL APPLICATION FOR ERECTION OF SIX MIXED USE HANGARS (COMPRISING CLASS C3 DWELLING AND CLASS B1(A) OFFICE) WITH ASSOCIATED ACCESS, PARKING AND CYCLE & REFUSE STORAGE FACILITIES, AND (II) OUTLINE APPLICATION FOR ERECTION OF MIXED USE BUILDING (COMPRISING HERITAGE CENTRE (CLASS D1) AND FLYING CLUB PREMISES (SUI GENERIS)) WITH ALL MATTERS RESERVED EXCEPT FOR LAYOUT (as amended by plans and e-mail received 02.07.19, plans received 16.08.19, 29.08.19 & 30.09.19, Shadow HRA received 19.08.19 and plans & drainage strategy received 26.09.2019)

RESOLVED:  That a decision be taken on each application for planning permission as detailed below.

 

 

Consideration was given to a report of the Development Manager requesting that consideration be given to planning application 19/00239/OUT.

 

The Board was advised that following the publication of the agenda, the applicant and their agent had made further representations in respect of the proposal. 

 

The Board was advised that the first floor window in the east facing elevation of each of the live work hangers would be at high levels with cills 1.7m above finished floor level and that while this would deal with the issue of potential mutual overlooking between buildings, the separation between them remained unchanged. The proposal was therefore considered to fail to provide an appropriate outlook, to the detriment of the living conditions of future occupiers.

 

The Board was advised that the applicant had indicated a willingness to accept a planning condition requiring two of the parking spaces for each of the live work hangers to be made available to service the heritage centre and flying club at weekend, and that the imposition of such a condition was considered to fail to meet a number of the tests set in paragraph 55 of the NPPF and as such could not be used to address the fourth of the recommended reasons for refusal.

 

The Board was advised that the applicant had also indicated a willingness to accept a planning condition restricting the use of the live-work hangers until it could be demonstrated that the development would be nitrate neutral. The imposition of such condition was considered to fail to meet a number of the tests set out in paragraph 55 of the NPPF and as such could not be used to address the fifth recommended reason for refusal.

 

The Board was advised that the recommendation for refusal remained unchanged with reason no. 3 amended by the deletion of the reference of overlooking.

 

Mr Mansbridge was invited to address the Board.

 

He advised the Board that he felt that it was important that the board recognised that Lee Residents Association was not in principal against the development of Hanger Homes, or as detailed in this proposal, providing they were sited outside of the airport security fence.

Any Other Items

Which the Chairman determines should be considered, by reason of special circumstances, as a matter of urgency.

Minutes:

 

Members were advised that an appeal against an application in Keyes Road, refused on the basis of design and loss of amenity had been dismissed and that the Planning Inspector had upheld  the Council’s decision on all grounds.

 

The Board was also advised that an application submitted to Fareham Borough Council for 125 properties off Newgate Lane had been amended to reduce the number of dwelling proposed, however it was Officers intention to maintain an objection to the proposal in the strongest terms possible.
