RESOLVED: That the minutes of the meeting held on 10th June 2020 be signed as a true and correct record.

To consider any Mayor's Communications.

Minutes:

The Mayor spoke on the impact that Covid-19 had had on the Borough and acknowledged that the role of the Mayor was proving to be different in the Municipal Year.

 

A number of engagements had been undertaken virtually, acknowledging those that had supported the Borough at this difficult time.

 

The Mayor commended the business community in the Borough and paid tribute to local shops, recognising their contribution to society.

 

The Mayor encouraged the Council to come together in their approach to the principles of public life.

38.

DEPUTATIONS IN ACCORDANCE WITH STANDING ORDER NO 3.4

COUNCIL RESOLVED: That the following Part II Minutes be received.

·         Economic Development Board: 1 July 2020

·         Policy and Organisation Board: 10 June 2020 and 28 July 2020

Councillor Jessop declared a pecuniary interest in the Discretionary Grant Payments item of the Policy and Organisation Board minutes of 10th June 2020. He left the meeting at the point at which it was discussed and took not part in the discussion or voting thereon.

Councillor Chegwyn declared a personal interest in the Discretionary Grant Payment Item of the Policy and Organisation Board minutes of 10th June 2020as he worked from home occasionally.

Councillor Ballard declared a personal interest in the Procurement of Temporary Accommodation item of the Policy and Organisation Board minutes of the 28th July and took no part in the voting or discussion.

Consideration of the report of the Borough Solicitor and Monitoring Officer.

Consideration was given to the report of the Borough Solicitor and Monitoring Officer setting out the process for reviewing and amending the byelaw including consultation and seeking the approval of the Secretary of State.

 

The Borough Solicitor had advised the Council prior to the meeting of a proposed amendment to the recommendation to include the following wording under the bullet points

 

‘and as part of the review, before the first public consultation starts, that the Borough Solicitor circulates a further version of the Byelaws with a plan marking the extent of the area covered to the Group Leaders for their views’

 

RESOLVED:

 

That the Council approves the review of the seashore byelaws and the process and actions set out in this report including:

·                     regulatory assessment of draft proposed byelaw including initial informal consultation

·                     sending byelaw to Secretary of State following informal consultation and any necessary amendment

·                     advertising the byelaw and putting it out to further formal consultation on its return from Secretary of State

·                     and as part of the review, before the first public consultation starts, that the Borough Solicitor circulates a further version of the Byelaws with a plan marking the extent of the area covered to the Group Leaders for their views’

Consideration was given to a report of the Senior Solicitor seeking the approval of the Council to commence the public consultation for the variation and extension of the existing Town Centre PSPO 2017 which expires on 17 November 2020.

 

An amendment to the proposal had been sent to the Council for consideration as follows

 

That the Council approves the revised Town Centre PSPO 2020 to control ASB in public places within the area shown edged black in the accompanying plan (“Restricted Area 2”) and in relation to particular alcohol related behaviour to Restricted Area 1, which is the whole of the Borough, as set out in the amended PSPO to go out for public consultation
