To consider Mayor's Communication Minutes: The Mayor advised that he was delighted that Heritage Open Days had been a success with over 70 events. He also advised that he had attended the RAOB who had launched their Christmas toy appeal collecting for Gosport and Fareham Family Aid and would welcome Members’ support.
He advised that there would be a return to full board and committee membership for the next cycle and welcomed that things were beginning to return to normal as he had attended 107 engagements and that the Civic Carol Service was in the process of being organised.
The Mayor advised that he would be starting the New Year’s Day Swim at GAFIRs, but that the Mayoress had volunteered to take a dip!

To receive Deputations in accordance with Standing Order No 3.4 and to answer Public Questions pursuant to Standing Order No 3.5, such questions to be answered orally during a time not exceeding 15 minutes. Why is the minuting of Public Questions and responses not treated in the same way as Members’ questions?
The Policy and Organisation Board agreed in July that moving forward the answers to Member’s questions would be recorded in full in the minutes at Council and Boards (but not supplementary). If Members wish to have the answers to public questions recorded in full in the minutes this is also possible.
The constitution does not reference how questions should be minuted, this has always been procedural, it does not need Board or Council approval to be actioned, therefore in future, the answers to Public Questions will also be recorded.

The disposal of unfinished business from the 31st March meeting of the Council under Standing Order 4.2.1 (g) That Councillor Hammond be invited to speak on the matter of being invited to apologise to the Council for comments made at the Council meeting on 31st March 2021 Minutes: The Mayor invited Councillor Hammond to address the Council to apologise for comments made at the meeting of the Council on 31st March 2021.
Councillor Hammond addressed the Council advising that his views were the same as many others across the country and that he was entitled to share his opinion.
He advised that he would not be apologising and would continue to stick up for his residents, speak out where necessary and would not be gagged. He advised that he did not wish to be involved in petty party politics.
Councillor Hammond left the meeting.
The Mayor read a transcript of the meeting and stated that Councillor Hammond had not specifically mentioned Conservative Councillors and was therefore directing his comments at all Members present.
The Mayor advised that he considered the matter closed. |

Minutes: At its meeting on the 29 September 2021 the Policy and Organiation Board considered the report of the Borough Treasurer detailing the proposed fees and charges for implementation from 1 January 2022 unless stated otherwise.
