Minutes:

The Mayor advised that there were only 3 remaining tickets for her upcoming tea party. She also advised that she had enjoyed the New Year’s Day swim supporting Loud and Proud.

A presentation was made to Economic Development Board on 19th September 2018 at which Richard Stokes spoke about the Gosport Infrastructure Investment Plan.

One thing Richard emphasised as a necessity was an increased broadband speed for Gosport; he advised that grants were available to enable this.

Has the Council pursued this to make Gosport a more attractive town in which to invest?

Was answered by the Chairman of the Policy and Organisation Board.

BUSINESS PLAN UPDATE AND COUNCIL DWELLING RENTS 2019/20

 

 

Consideration was given to a recommendation by the Community Board at its meeting held on 23rd January 2019.

 

RESOLVED: That

 

§   The revised HRA Business Plan extract (Appendix A) and associated 2018/19 Revised Budget and 2019/20 Budget (Appendix B) is agreed.

 

§   That Council Dwelling rents decrease by 1% (an average of £0.79 per week).This is the final year of the four year reduction programme as detailed in the new national rent policy introduced in April 2016.

 

§   The rent for older style garages is increased in line with inflation, as agreed in the Garage Renewal strategy and rent for non GBC tenants who have garages is increased by £1 per week.

BUDGET & COUNCIL TAX 2019/20 & MEDIUM TERM

Consideration was given to a Report of the Borough Treasurer detailing Council's overall Budget for the forthcoming year 2019/20 (both Revenue & Capital) and the associated level of Council Tax necessary to fund that Budget.

 

 

It is recommended that the following be approved:

 

2.1           A Revised Budget for 2018/19 of £10,730,000 as set out in Appendix A

 

2.2           A Budget for 2019/20 of £10,465,000 as set out in Appendix A

 

2.3           Any variation arising from the final Local Government Finance Settlement be accommodated by a transfer to / from the Revenue Financing Reserve.

 

2.4           That the level of Council Tax be increased by £6.56 per annum for a Band D property for 2019/20

 

2.5           It be noted that the Borough Treasurer Officer has determined that the Council Tax Base for the financial year 2019/20 will be 26,956.2 [item T in the formula in Section 31 B(1) of the Local Government Finance Act 1992, as amended (the “Act”)].

 

2.6           That the following amounts be now calculated by the Council for the financial year 2019/20 in accordance with Section 31 and Sections 34 to 36 of the Local Government Finance Act 1992:

 

(a)

£49,692,702

Being the aggregate of the amounts which the Council estimates for the items set out in Section 31A(2) of the Act.

(b)

£43,607,340

Being the aggregate of the amounts which the Council estimates for the items set out in Section 31A(3) of the Act.

(c)

£6,085,362

Being the amount by which the aggregate at 2.6 (a) above exceeds the aggregate at 2.6(b) above, calculated by the Council in accordance with Section 31A(4) of the Act as its Council Tax requirement for the year. (Item R in the formula in Section 31B(1) of the Act.

(d)

£225.75

 

Being the amount at 2.6 (c) above (Item R), all divided by Item 2.5 above (Item T), calculated by the Council, in accordance with Section 31B(1) of the Act, as the basic amount of its Council Tax for the year.

LOCAL COUNCIL TAX SUPPORT SCHEME FOR GOSPORT pdf icon PDF 88 KB

The purpose of this report is to inform Members of the proposal not to change the Local Council Tax Support scheme (LCTS) for Gosport for the forthcoming 2019-2020 financial year.

Consideration was given to a report of the Borough Treasurer informing Members of the proposal not to change the Local Council Tax Support scheme (LCTS) for Gosport for the forthcoming 2019-2020 financial year.

 

RESOLVED: That Council approve the Local Council Tax Support Scheme (LCTS) for Gosport at Appendix 1 of this report for working age customers and notes the statutory scheme for Pension Age customers. Statutory changes to the Pension Age scheme are administered by Ministry for Housing Communities and Local Government (MHCLG) and this year only contains minor changes which Members are asked to note.

57.

ELECTION OF MAYOR AND DEPUTY MAYOR 2019/20

In accordance with Standing Order No 2.4 the Borough Solicitor and Deputy Chief Executive has written to Group Leaders and Members of the Council inviting them to submit Member nominations for the selection of Mayor-Elect and Deputy Mayor-Elect for the next Municipal Year. One nomination has been received by the Borough Solicitor and Deputy Chief Executive, Councillor K Jones for Mayor-Elect and one nomination has been received by the Borough Solicitor and Deputy Chief Executive, Councillor Z Huggins for Deputy-Mayor Elect for the 2019/2020 Municipal Year.

 

Minutes:

The Council was informed that in accordance with Standing Order 2.4 the Borough Solicitor and Deputy Chief Executive had written to Group Leaders and Members of the Council to invite Member nominations for the selection of Mayor-Elect and Deputy Mayor-Elect for the next Municipal Year.

 

 

It was reported that one nomination had been received Councillor Mrs. K Jones for Mayor-Elect and one nomination Councillor Z Huggins for Deputy Mayor-Elect for the 2019-20 Municipal Year.

 

A subsequent nomination of Councillor A Hicks was made for Deputy Mayor-Elect.

 

The Council accordingly approved the nomination for Councillor Mrs Jones as Mayor-Elect.

 

A vote on the proposed nominations for Deputy Mayor-Elect was taken and Councillor Mrs Z Huggins was approved.
