It is understood that the Council has applied for a grant to enhance Broadband coverage across the Borough. Can the Chair of the Economic Development Board confirm what level of grant (in financial terms) the Council has requested and outline the economic development initiative(s) upon which any grant received would be invested?

In light of the growing low level crime and anti social behaviour in Gosport, can we seriously look at creating a PSPO for the whole of Gosport, as has been previously discussed? Whilst I fully understand the Police have few resources I believe as a council we should be doing everything we can.

Given the issues concerning the kerbside weeding/grass cutting process during 2018 would Councillor Hook undertake to have published the kerbside weeding/grass cutting schedule for 2019 for the Borough. Could he confirm whether or not GBC has any contingency plans to cover any unforeseen shortfalls in kerbside weeding/grass cutting that may arise during 2019. Finally where the responsibility for kerbside weeding/grass cutting rests solely with Hampshire County Council could Councillor Hook assure this group and Gosport residents that he will use his influence to ensure that, as far as possible, Hampshire County Council produce and publish their schedule on these issues.

Councillors expressed their sadness and sympathy at the recent fatal fire in Nyria Way. The efforts of the Emergency Services that responded to the incident was praised and it was recognised that there was still forensic investigations being undertaken and thanked Council staff for their actions and support.

 

Councillors Bateman, Beavis and Carter declared a pecuniary interest in minute number 42 of the Economic Development Board minutes and left the room and took no part in the discussion.

Councillor Philpott declared an interest in minute number 43 of the Economic Development Board but did not leave the room as the item was not discussed.

CAPITAL STRATEGY REPORT 2019/20 pdf icon PDF 142 KB

The approval by full Council of the Capital Strategy is a new requirement of the Prudential code for Capital Finance in Local Authorities (Prudential Code), and the Treasury Management in the Public Services Code of Practice and Cross-Sectoral Guidance Notes (Treasury Management Code) which were updated in December 2017.

This report outlines the Council’s policy for charging unfinanced capital expenditure to revenue (MRP) together with the expected treasury operations for this period. It fulfils a key legislative requirement.

Consideration was given to a report of the Borough Treasrer outlining the Council’s policy for charging unfinanced capital expenditure to revenue (MRP) together with the expected treasury operations for this period.


RESOLVED: That;

 

  • Minimum Revenue Provision Policy, as identified in 2.1

§  The Treasury Management Strategy, as identified in 2.2 be approved
