THE REPORT CONTAINS DETAILS OF THE FINANCIAL AFFAIRS OF A THIRD PARTY IF THIS INFORMATION WAS MADE PUBLIC IT MAY HAVE AN ADVERSE IMPACT ON THE CONTRACT. THEREFORE THE PUBLIC INTEREST IN MAINTAINING THE EXEMPTION OUTWEIGHS THE PUBLIC INTEREST IN DISCLOSING THE INFORMATION.
