FLATS AND PART OF GROUND FLOOR TO PROVIDE RESIDENTIAL ACCESS AND BIN STORAGE (CONSERVATION AREA) (AMENDED SCHEME TO APPLICATION 20/00178/FULL) (as amplified by information received 11.08.21)

 

57-59 High Street, Gosport

 

Consideration was given to a report detailing application 20/00463/FULL

 

Heather McCrudden was invited to address the Board.

 

She advised that the application had been delayed pending the outcome of the issues surrounding nitrates and this itself had been frustrating. She advised that there had been extensive consultation with the Planning Officers as part of the pre-application process and that the application had evolved to what had been presented today.

 

The application had been developed to ensure the frontages were sympathetic and in keeping with the surroundings and were visually correct within the existing hierarchy and that the existing extension would be updated.

 

The applicant had noted the concern of the Gosport Society’s about the proposal but advised that they were constrained on the ground floor by what was owned by the applicant and that it was not possible to achieve an entrance from the High Street.

 

The Board was advised that the proposal had been designed with an attractive, modern and appealing atrium which prevented overlooking. The design presented was the best use of the space.

 

High Street business were moving out to retail parks before the pandemic and there was an increased demand in residential properties and as a result the conversion of the property was appropriate.

 

In answer to a Member’s question the Board was advised that the rear entrance would be tidied up and a mix rendered band would be added. This would not stretch to the ground floor. The existing frontage would not be affected by the rendered  band and double height glazing would help improve the appearance.

 

In answer to a further question, the Board was advised that additional lighting had been added to the design and that internal windows would be fixed and Part Q compliant.

 

It was clarified that there would be cycle storage on the ground, first and second floor, and within each flat and that there would be larger than usual lifts to accommodate the manoeuvring of bikes to each floor.

 

RESOLVED: That application 20/00463/FULL be approved subject to the conditions in the report of the Development Manager.
