Consideration was given to a report of the Development Manager requesting that consideration be given to application 21/00101/FULL.          

 

The Board was advised that an additional consultee response had been received from HCC Highways and in their response have noted that the existing access which is to be retained and reused is 4.1m in width. It would be requested that the initial 6.0m of the access from the Highway is extended to a minimum 4.5m width to allow for vehicles to pass each other if trying to access and egress the site at the same time.

 

The Board was also advised that further comments had been received from an existing objector reiterating objections in respect of impact on parking, congestion and highway safety.

 

The Board was advised that the matters raised by the objection received had been addressed within the officer’s report.

 

In respect of the comments made by the Highways Officer, there was capacity on site to accommodate the widening of the access by 0.4 of a metre along the first 6 metres of its length without affecting any other element of the proposal. Accordingly it is considered reasonable to recommend the imposing of an additional condition requiring the submission of a plan showing the access arrangements as set out by the Highway Authority be submitted and approved by the Local Planning Authority and then requiring the access to be provided in accordance with the approved plan prior to first occupation of the development. 

 

It was therefore proposed that an additional condition, condition 14 be applied to the recommendation as follows.

 

Condition 14                a) The development hereby permitted shall not be occupied or brought into use until a plan showing the access to the site to measure 4.5 metres in width along the first 6 metres of its length has been submitted to and approved by the Local Planning Authority.

                                    b) The access shall be constructed in accordance with the approved details and shall thereafter be retained as such.

Reason - In the interests of highway safety, and to comply with Policy LP23 of the Gosport Borough Local Plan 2011-2029.

 

 

 

Mr Ramsey was invited to address the Board. He advised that he was the agent, representing the applicant and that the report was being presented to the Board again after a refusal.

 

The previous application had been refused for 5 reasons, parking, refuse and recycling storage, nitrates, the impact of the proposal on the local special protected areas and the lack of cycle parking.

 

The Board was advised that work had been undertaken with the planning officers to overcome these issues and that a draft legal agreement was in place. This had led to the planning officers presenting a positive recommendation to the Board.

Any Other Items

Minutes:

The Board was advised that mitigation options for the nitrates issue that has been preventing the positive determination of a number of residential planning applications were progressing. The Board were advised that the Council was on the verge of completing the first legal agreement with a third party mitigation provider and that a second is likely to be completed shortly. Discussions are progressing with two other third party mitigation providers to complete further agreements to aid developers to secure the necessary mitigation  to support development proposals.

 

The Board was also advised that there was the potential for an extraordinary meeting in early November.
