Consideration was given to a report of the Development Manager detailing application 21/00470/FULL.

 

Miss McCubbin was invited to address the Board. She advised that there had been several changes to the design following discussions with the Planning and Conservation and Design Officers and had also been amended following consultees response.

 

In addition, the proposal did not impact the front of the High Street and would be making use of void space to the rear.

 

She advised the Board that demands from retailers were changing and that with the increase in internet shopping, not so much space was required. It was a mixed use development that would make the unit and the shop more sustainable.

The development would improve Coates Road in a similar way to the Old Auction House and the residential accommodation was in a highly sustainable area.

 

In answer to a Member’s question, the Board was advised that the applicant believed that the tenant would stay and that this proposal would help to support this.

 

The Board was also advised that it wasn’t anticipated that the shop would be out of use whilst the work was being undertaken.

 

A Member sought clarification on the extractor fan referenced in the report and was advised that there would need to be mitigation to protect the amenity of the residents at 127, this could include triple glazed windows.

 

A Member also sought clarification on the position of the Gosport Society with regard to the application and was advised that the Society did not support the application. Planning Officers had determined that it was acceptable with regard to design and mass and acknowledged that the work was to the rear of the site and not the frontage.

 

In answer to a subsequent question, the Board was advised that if archaeological evidence was found, works would pause and any required work by the archaeologist would be undertaken.

 

Members acknowledged that the parking levels fell slightly short of the Parking SPD but recognised that this was acceptable in a sustainable area.

 

Members felt that it was a good scheme that would support the retailer.

 

RESOLVED: That application 21/00470/FULL be approved subject to the conditions in the report of the Development Manager.
