Report of the Development Manager To consider the reports of the Development Manager. Minutes:
21/00431/FULL - RETROSPECTIVE CHANGE OF USE OF UNITS 1 AND 4 FROM USE CLASSES E(G), B2, B8 (INDUSTRIAL) USE TO CLASS E(D) (LEISURE) (as amended by planning statement received 18.10.21 and additional information received 28.1.2022 and amended plans received 20.9.2022) Unit 1 & 4 Wingate Workspace 25 Wingate Road Gosport Hampshire PO12 4HE
Consideration was given to the report of the Development Manager detailing application 21/00431/FULL.
Mr Carlin was invited to address the Board. He advised that he had owned the business for 5 to 6 years and there had never been any previous issues. He advised that he advocated the parking restrictions and that he had spoken to Hampshire County Council and would actively look to prevent parking in Gunners Way.
A Member expressed concern that the application was retrospective, and that trading had been undertaken for 18 months. In addition, the application to make a deputation had also been made late and questioned whether the two month deadline would be met to implement the traffic management plan. The applicant advised that he was highly confident this would be done and was on site most days.
A Member question whether there would be consequences for the applicant if the conditions were not complied within the time limit set out in the report and was advised that if this was not completed, formal enforcement action could be undertaken to ensure the applicant complied with the conditions.
The Planning Officer introduced the application was for a retrospective change of use to allow for dance activities and was recommended for approval, subject to the conditions in the report of the Development Manager. The Board was advised that amended plans showed the access to the site off of Gunners Way and that traffic control plates were to be installed to ensure that exiting was one way and followed the traffic plan. This would ensure traffic exited further towards the Range, and reduce traffic congestion. This would reduce the impact on neighbouring properties and ensure and enable the use of onsite parking. The Board was advised that the applicant was not the sole contributor to the traffic issues on the site, and that the proposed application was able to be conditioned to mediate as much of the issue as possible, acknowledging that there were other businesses contributing to the traffic in the locality that could not be addressed.
Members expressed hope that the applicant had listened to the concerns of the residents and the Members and would meet the conditions of the application if approved.
